site-making 101
Before deciding to make a layout for you website, you must think about accessibility for the web browser. Will they want to stay on your site? Will the accessability work for any audience? Will the contrast be eye-appealing? Will the layout appear quickly? Will the layout work on different internet browsers and resolutions? Etc.?
Those are the important questions that you must think of before you decide to create a certain type of layout and etc.
First off, your general audience will not want to visit your site no matter how good your site is, if it's not eye-appealing. This is a nicer way of saying it is not damaging your eyes. If you continuelly stare at something and it's bad for your eyes, you'd want to rest and close the window. You will drive your audience away from your website.
Black against white is mainly the general and best colours for anything, anyone, anywhere. White against black is too stunning. Other bad examples of contrasting for your website could be white text against a bright pink or just light colours. The contrasts should be 75%-100% contrast difference. This means that they must be total opposites or almost total opposites. Like white and black, they are 100% opposite colours. Though darker colours against brighter colours are more appealing generally. Do not choose neon pink, blue, green, orange, etc. colours. Those are too bright and will damage one's eyes.

Type of layout and accessability is also very important. If your content of the site is not much or is fairly little and insignificant, choose small iframes and such. If having trouble with updating navigations, frames for a huge content site is not exactly the way to go, even though it is easy. Iframes are frames that are small are not expando nor liquid layouts. They are fixed and usually small. Frames are usually fixed too and are generally bigger, just that people do not know how to update the navigation in one time.
The basic PHP, is the choice.
Accessability is what you will think of for others to stay on your site if they like the content after the contrasting. 760x800 pixeled tables layout is the general resolution width and height you would aim for depending on your aim of audience.
Another major thing to the audience: how quickly will the images load? If the layout appears quickly to your internet connection and not someone with Dial-up connection, then obviously, you would want everyone to get to the finished site as soon as it can. This means if you are saving something on Adobe Photoshop, make sure your layout images are saved at "File >> Save for Web...". This means that photoshop will automatically make your image a smaller size, personalized for the web.
Aiming at general audience, you must know whether if your coding and layout will be compatible with internet browsers like Netscape, IE, Opera, Mozilla Firefox and so on. Generally, if your layout is for IE, it's good enough? NO. Do not assume that all general audience use IE, and even if majority do use it and your layout works only on IE, work to the full potential. Check on different internet browsers if the layout looks exactly the same on any browser.
